<p class="wp-block-paragraph">​<strong>RAPID CITY</strong> <strong>SD</strong> — A cybersecurity incident impacting Pennington County’s network has triggered a precautionary security sweep within the City of Rapid City, temporarily pausing several municipal services.</p>



<p class="wp-block-paragraph">​Because the city and county share some infrastructure and collaborate on a limited number of systems, the City&#8217;s IT team is currently conducting a thorough investigation to ensure municipal data has not been compromised.</p>



<p class="wp-block-paragraph">​While the city conducts this review, the processing of utility payments and building permits is currently impacted. City Finance Officer Daniel Ainslie expects the disruptions to be resolved soon, though there is no official timeline for completion.</p>



<h2 class="wp-block-heading">​County Operations Begin Staged Reopening</h2>



<p class="wp-block-paragraph">​The localized city disruptions stem from a broader cybersecurity incident discovered over the weekend within the Pennington County network. After closing most public-facing offices on Monday, Pennington County offices reopened on Tuesday, July 7, though some services may be limited as recovery efforts continue.</p>



<p class="wp-block-paragraph">​Vital records remain available through neighboring counties or online, and vehicle registrations can be processed via the state&#8217;s online portal or at self-service kiosks.</p>



<p class="wp-block-paragraph">​Critical public safety services have not been disrupted. Emergency response operations, 911 dispatch, court operations, and the Pennington County Jail remain fully operational.</p>



<h2 class="wp-block-heading">​Federal and State Agencies Coordinate Response</h2>



<p class="wp-block-paragraph">​County officials have declined to comment on specific technical details to protect the integrity of the active investigation. However, the scope of the response indicates a high-level effort to secure the region&#8217;s digital infrastructure.</p>



<p class="wp-block-paragraph">​Pennington County is actively working with a coalition of specialized agencies to assess and mitigate the incident. </p>



<p class="wp-block-paragraph">The federal Cybersecurity and Infrastructure Security Agency (CISA), which is responsible for defending the nation&#8217;s critical infrastructure against cyber threats, is assisting with the response.</p>



<p class="wp-block-paragraph">​State assets have also been deployed, including the South Dakota National Guard Cyber Incident Response Team.</p>



<p class="wp-block-paragraph"> These specialized military units are trained to execute defensive cyberspace operations and analyze compromised network infrastructure. </p>



<p class="wp-block-paragraph">Additionally, the South Dakota Fusion Center is acting as a centralized law enforcement hub to gather and analyze intelligence for state and federal partners.</p>



<p class="wp-block-paragraph">​Updates on the restoration of Rapid City&#8217;s payment and permitting portals will be provided as the IT security review concludes.</p>
