Rapid City SD – The data center ordinance isn’t the only thing in front of Zoning Board of Adjustment and Planning Commission Thursday, September 10, at 7 a.m., City Council Meeting Room, 300 Sixth Street. Here’s the rest of it, in the order it appears on the agenda.

Zoning Board of Adjustment

  • 26VA023 — Melissa Smith is asking to reduce the required front yard setback from 20 feet to 17 feet for a garage addition at 4887 Easy Street, and to waive the requirement to hard-surface the first 50 feet of her driveway. Staff recommends approval.
  • 26VA026 — A sign setback variance for Stoney Creek Reserve Subdivision, requested by Bella Vista, LLC. The applicant has withdrawn it.

Planning Commission – Consent Calendar

  • 25VR005 — A vacation of right-of-way at 110 E. Madison Street and 110 E. Watertown Street, requested by Towey Design Group for Tall Turtle, LLC. Staff recommends approval.
  • 26RZ030 (West Century Subdivision) — The Black Hills Area Community Foundation is asking to rezone land north and south of E. Anamosa Street from Light Industrial to Office Commercial.
  • This one’s worth flagging: the property sits inside Tax Increment District #91, the Camden Heights Affordable Housing and Infrastructure district approved in 2024.
  • As of late August, the property was owned of record by Northwestern Engineering Company. Pennington County’s property records system has been down since the July cybersecurity incident so that ownership couldn’t be reconfirmed ahead of Thursday’s vote.
  • 26UR017 (Rapid City Greenway Tract) — Black Hills Junior League is seeking a major amendment to a conditional use permit for structural development in the Flood Hazard District at 2900 Jackson Boulevard. Staff recommends approval; this one is final unless appealed within seven calendar days.
  • 26UR016 — Same applicant and property as the ZBOA garage variance above: Melissa Smith, 4887 Easy Street, seeking a conditional use permit for an oversized garage. Staff recommends approval; final unless appealed.
  • 26PD016 (Robbinsdale Addition No. 10) — Steven Anderson, for Kaelem Brooks, is asking for a major amendment to a Planned Development Overlay to allow a triplex at 401 Hanover Drive. Staff recommends approval; final unless appealed.

The data center ordinance, File #26OA006, is the sole item on the regular agenda.
