Two long-running stories close out tonight, the actual 2027 budget gets its first reading with a month’s worth of last-minute cuts baked in, and two bid awards sitting two lines apart on the same consent calendar tell opposite stories about how the city spends money.

CIP Committee Consent Items
Items 41–42 — Fire Department requests to transfer $360,045.71 from Station 1 funds and $250,000 from Station 6 funds into the Station 4 project (CIP #30001) — the Homestead Fire/Police/Mini-Library joint facility, which the FY2027 budget book lists as TIF-funded.
Bid Award Consent Items
Items 45 through 47 sit back to back. Read together, 46 and 47 are a study in contrast.
Item 45 (CC090826-02.1) — Street Rehab, Project 2867.3/CIP 50549.26D, awarded to Dakota Asphalt, LLC at $180,265.70.
Item 46 (CC090826-02.2) — City Hall 1st Floor Office Renovation (code enforcement office suites), Project 2889/CIP 10003, awarded to WagCo Construction at $219,625 — the lowest of six bids, but still 45% over the $150,000 engineer’s estimate.
Every one of the six bidders came in over budget.
Item 47 (CC090826-02.3) — RCPD North Precinct, Project 2895/CIP 30002, awarded to RCS Construction at $1,294,000 (Base Bid plus Alternate A) — the lowest of eight bidders, and $561,500 under the $1,855,500 estimate.
Every one of the eight bidders came in under budget. The precinct itself — 120 Knollwood Drive, purchased in 2025 for what was then a combined ~$1.8 million acquisition-and-renovation estimate — has been in the pipeline since a preliminary funding vote in March 2025.
Ordinances
Item 48 — Second Reading, Ordinance 6747, Supplemental Appropriation No. 3 for 2026 ($1,280,319). Routine.
Item 49 — First Reading, Ordinance 6748, the FY2027 Appropriation Ordinance. This isn’t the version Mayor Salamun originally presented — it’s the version Council rewrote during the August 26 special session, continued to tonight so Finance could incorporate every floor amendment before the public sees it. What changed:
- Council Contingency cut from $850,000 to $100,000 (9-1, Seachris voting no)
- $93,443 of that redirected to fund one new Code Enforcement FTE
- Mayor’s Office cut by $100,000 — not a renovation-related cut, a staffing one. The floor fight was over the Chief of Staff and marketing positions; a $200,000 cut aimed at eliminating both got amended down to $100,000 at the Mayor’s Office’s own discretion (6-4)
- July 4th/America 251 funding cut from a mistakenly-printed $500,000 to $100,000 (8-2)
- One new Planner II FTE added to Community Development (10-0) — the department’s first new position in roughly 20 years
- State-authorized CPI property tax increase adopted (7-3)
- Canyon Lake Activity Center and Minneluzahan Senior Center funding raised to a total of $50,000 each (9-1)
- Four Parks Division FTEs added ($124,969) plus $120,000 in Parks professional services and $7,423 for Emergency Planning

Item 62 (26RZ023) — Second Reading, Ordinance 6738, closes out the last of the six-parcel Renner Associates/Sweet Creek LLC downzoning batch at 136 Krebs Drive — General Commercial to General Agricultural.
This is the parcel that got continued at Planning Commission back on July 23 over defective notice letters, reheard and approved August 6, and had its own First Reading August 17. Tonight’s Second Reading closes the book on the full saga.
