What’s on Monday’s Rapid City Council Agenda

Rapid City City Hall Summer 2026

Rapid City SD- Most of this agenda is standard municipal housekeeping. A handful of items connect to stories we’ve already been tracking, and we’ve flagged those below.

Consent Items — Public Works Committee

Fourteen items, almost all routine contract administration: change orders (a few thousand dollars up or down) on active projects like the Elk Vale Lift Station and E Minnesota Street panel repair.

Bid authorizations for the Dakota Subdivision Reconstruction (Sitting Bull, Red Cloud, and Crazy Horse Streets, estimated at $2.5 million) and the RCPD North Precinct project (estimated at $1.86 million).

A deed acceptance from Black Hills Industrial Center LLC

Three separate sidewalk-installation variance requests from different applicants on different streets. Also on this list: reappointing Jacqueline Cross to the Air Quality Board.

Consent Items — Legal & Finance Committee

Five items. Two are worth a closer look:

The rest: acknowledging the June 2026 Treasury and General Fund update, a CDBG subrecipient contract amendment for Volunteers of America Northern Rockies, and a resolution establishing the Rapid City Archery Antlerless Deer Access Permit Program.

Non-Consent Ordinances

Two of these are city-initiated rezonings of its own property — 4121 Homestead Street and 1225 Neel Street, both moving to Public District — straightforward municipal reclassifications.

The larger story here is the slate of five rezonings tied to Renner Associates, LLC, all moving parcels from their current zoning to General Agricultural District, all recommended for approval alongside a Planned Development Designation.

One detail from the Planning Commission’s own project report on 26RZ025 (the 9.09-acre parcel northeast of Cement Plant Road and Deadwood Avenue): staff’s recommendation for a Planned Development Designation was explicitly tied to the property’s proximity to residential and industrial uses, and to the fact that some General Ag-permitted uses — like expanded farm animal production — “may not be appropriate for this location.” Under that designation, any increase in the parcel’s cattle grazing would require a separate Final Planned Development Overlay approval.

Community Planning & Development Services

One item: a Preliminary Subdivision Plan for Farrar Business Park and the Deadwood Avenue Commercial Subdivision, filed by Longbranch Civil Engineering on behalf of BGC Business Park LLC and Buren Properties LLC — recommended for approval with stipulations.

Public Hearing Items

The consent calendar here includes four alcohol license applications — a new retail malt beverage/wine license and three special-event licenses — and a resolution levying the 2026 Downtown Business Improvement District assessment, continued over from the July 20 meeting.

The non-consent public hearing calendar includes the second reading of GCC Dacotah’s residential-buffer rezone (26RZ019) and a right-of-way vacation at 3415 5th Street.

Executive Session

Council will go into executive session for a cybersecurity update, citing SDCL 1-25-2(6) and (7). Worth reading alongside the Kroll Associates contract above.

Bills

Two bill lists: $229,327.96 for Main Street Square/Visit Rapid City-related expenses, and $12,851,144.76 for everything else.


Council meets Monday, August 3, at 6:30 p.m. in Council Chambers, City Hall, 300 6th Street. General Public Comment is open near the start of the meeting for anything not already on the agenda, with a 3-minute limit per speaker. Comment periods also open before the Consent Items and Non-Consent Items are voted on, and again before the Public Hearing items.
